If the action is committed with the use of excessive force, and the opponent is at clear risk of being injured, the offender should be expelled.
When a player makes a foul from behind or from the side, the risk of injury increases, and well the player who receives it often cannot see the action and can therefore not prevent it. These are the rules of football.
